SOC provides comprehensive security for the Strategic Petroleum Reserve (SPR), safeguarding facilities, personnel, equipment, and assets 24/7, in collaboration with the U.S. Department of Energy (DOE). In 2021, Fluor Federal Petroleum Operations (FFPO), the DOE’s management and operating contractor for the SPR, awarded SOC a $123 million contract (three-year base with two one-year options) to serve as the Protective Force (Proforce) for this critical infrastructure.
The SPR, the world’s largest emergency supply of crude oil, plays a strategic role in securing the nation’s energy future. Established to reduce the impact of supply disruptions, the SPR enables the U.S. to fulfill its international energy obligations and stabilize markets during global and domestic crises— from natural disasters, labor strikes, political disputes, to other emergencies. The SPR’s facilities include crude oil storage sites across Louisiana and Texas, with a Project Management Office (PMO) based in New Orleans. By protecting this invaluable asset, SOC directly supports the U.S. in maintaining energy security and readiness in times of need.
