SOC Awarded Fluor Federal Petroleum Operations Contract

SPR GraphicFluor Federal Petroleum Operations (FFPO), the management and operating contractor for the Department of Energy Strategic Petroleum Reserve (SPR), has awarded SOC, A Day & Zimmermann Company, a $123 Million [3 year base with two- 1 year options] contract to serve as the Protective Force (Proforce) for the Reserve with Critical Infrastructure Security Services. The Strategic Petroleum Reserve is the world's largest supply of emergency crude oil established primarily to reduce the impact of disruptions in supplies of petroleum products, in order to carry out U.S. obligations under the international energy program. The SPR is a tool used to alleviate the market impacts of both domestic and international disruptions, caused by weather, natural disasters, labor strikes, technical failures/accidents, political disputes, or conflicts.

With the addition of the SPR contract, SOC now leads security for five U.S. Department of Energy sites, providing protection of personnel and facilities. SOC’s teams of highly trained and qualified security personnel safeguard client personnel, equipment, facilities, and assets around the clock.

“We are extremely proud to be chosen as the partner to Fluor Federal Petroleum Operations in safeguarding our nation’s mission-critical crude oil supply, as such an important component of the United States infrastructure,” commented Steve Selfridge, President, SOC. “We are honored to fulfil this duty staying ahead of evolving threats with a preventative security posture, while bringing our fresh and proven perspective to drive continuous improvements.”

SOC is a family-owned Day & Zimmermann company with a long history of nearly 75 years supporting the Department of Energy (DOE). Day & Zimmermann and SOC together have provided Safeguards, Security, Emergency Services, Management & Operations (M&O), Architecture and Design (A/E) services to protect national security assets that include Category I Special Nuclear Material in research, development, and manufacturing environments.

The Strategic Petroleum Reserve (SPR) encompasses crude oil storage sites located across Louisiana and Texas, and the project management office (PMO) headquartered in New Orleans.
